Development Consultant for the Purple Line Corridor Coalition’s Housing
Accelerator Action Team. The Purple Line
Corridor Coalition (PLCC) is an innovative public-private community collaboration
working together to leverage Maryland’s largest transit investment in the 21st
century to create a place of opportunity for all who live, work and invest in
Kairos is assisting PLCC in achieving its mission of preserving and creating 17,000 units of affordable housing along the corridor which encompasses Montgomery and Prince George’s Counties. Development, LLC, is assisting Beloved Community Service Corporation
(BCSC) in the historic renovation and redevelopment of the Henry Highland
Garnet School P.S. 103. (Garnet School).
The Garnet School is a vital component to the City of Baltimore’s Upton
neighborhood revitalization efforts that began in 2016. Built in 1877, the historic school began educating black students in
1910, most notably, the late U.S. Supreme Court Justice Thurgood Marshall. It is BCSC’s goal to repurpose the building into a community
resource center that pays tribute to the legacies of Justice Marshall, the late
Honorable Elijah Cummings and Mr. Walter Sondheim, the former Superintendent of Baltimore City Public
Schools who immediately integrated the school system after the Brown vs. the
Board of Education of Topeka, Kanas’ decision.
BCSC has cultivated strategic partnerships with the University of
Maryland Judge Alexander Williams, Jr. Center for Education, Justice and Ethics
and the National Park Service who will occupy the building as the anchor
tenants. BCSC engaged Kairos to assist them
with securing project financing to complete the substantial historic renovation
and operations of the property. Kairos
helped BCSC secure a $1,393,593 award of Maryland Historic Revitalization Tax
Credit Program for fiscal year 2021.

Kairos Development, LLC, is working with the Cherry Hill Development Corporation (CHDC) helping to builds its development capacity and furthering CHDC’s mission of fostering economic development and investment in the Cherry Hill community. Since working with CHDC in 2019, Kairos has helped CHDC secure $1.6 million in grant dollars for its real estate initiatives, overall operations and special projects.

2019, Kairos Development, LLC, helped lead the master planning process for the 2020 Cherry Hill
Transformation Plan (Transformation Plan).
Kairos ensured that the community
engagement process fostered an atmosphere of inclusion, collaboration, trust,
and transparency among Cherry Hill residents, community stakeholders, local
government officials and the private sector.
Leading a community engagement process that included diverse
stakeholders, Kairos created the Transformation Plan’s seven (7) defining
i) address neighborhood concerns and dispel fears related to gentrification and displacement;
(ii) educate residents on recent and upcoming investments within the community and the surrounding area;
(iii) establish a long-term community economic development strategy for planning out redevelopment projects that are inclusive of all income levels and serves as a catalyst for economic opportunity for Cherry Hill residents;
(iv) focus on socio-economic problems related to food insecurity, poverty, crime, and neighborhood blight;
(v) develop a plan to promote new mixed income housing opportunities, both rental and for-sale within Cherry Hill;
(vi) develop strategies to improve public transportation and infrastructure; and
(vii) create development and design principles that promote and encourage smart growth, energy efficiency, sustainability, uniformity, and walkability.
More than 350 residents and community stakeholders participated in the process that included 30 focus groups and 5 large public meetings over a six-month period. Kairos Development, LLC, is assisting CHDC with completing the
initial phase of its homeownership initiative.
BR&HI is a multi-phase
community driven real estate project that looks to capitalize on recent
investments made within the Cherry Hill community while simultaneously removing
barriers to further investment in the neighborhoods. BR&HI looks to eliminate blight and
provide new homeownership opportunities for Cherry Hill residents.
Kairos Development, LLC, is helping CHDC in acquiring vacant and abandon properties, securing project financing, engaging qualified third-party professionals, building a Minority/Women Owned Business Inclusion Utilization Plan and will oversee the complete renovation of the homes. Construction is scheduled to begin late Summer of 2021.
CHDC selected Kairos Development and Landex Development to serve as its development partners to complete the construction and development of a new multi-family, mixed income residential apartment community Cherry Hill. Patapsco Pointe is a community inspired project that originated from the 2020 Cherry Hill Transformation Plan. Patapsco Pointe is in its due diligence/feasibility study period, but as proposed the development will provide new housing for families that earn between 30% to 80 % of the area median income.
